This week (Fire) it was mentioned that a non-sparking utility shutoff tool is good to have. A lot of the CERT kits out there have the tool below, which not only shuts off utilities but also pry's open doors and digs through debris. I have one and they are very surprisingly light, great for your backpack kit.
